The result of our project aims to the restoration of the following buildings: • Grist Mill building - 2,400 square feet • Prairie Junction Train Station building - 1,150 square feet • Carousel Park building - 625 square feet • Pioneer Village Church building - 800 square feet It should be noted that the project aims to restore these structures back to their original aesthetic, form and function. The anticipated outcome of this project is the restoration implementation of these planned site improvements which will render this site desirable and feasible for private commercial development and use. Through the phases of the proposed project, the recommendations should follow the Architectural Design and Rehabilitation Requirements under the Secretary of the Interior’s Standards for the Treatment of Historic Properties and be submitted to the NYS Historic Preservation Office for approval. C. Scope of Work Preparation of the Frontier Town Architectural RFP shall include the following tasks and provisions described below. 1. Project Team Meetings a) The project team will meet on a regular basis during the planning process to advance preparation, review and approval of the Plan. The team is composed of Essex County Department of Public Works, Community Resources, and Essex County Officials. b) During the first meeting, the Project Team will review project requirements and roles and responsibilities and identify existing and new information and next steps in person. c) All subsequent meetings will advance the preparation of the Plan until completion and may be in person or virtually.2. Draft Investigation/Planning / Recommendation Phase Structural analysis for restoration and alternative analysis for architectural restoration options a) Assemble a narrative and plan that addresses the county’s needs and vision with preliminary design options that would be acceptable by the Essex County, New York State Department of Transportation and the Essex County Public Works Department. b) Structural integrity of each building will be expected as a part of the rudimentary design options. c) Assuming feasible, the existing historic materials should be repaired or, if beyond repair, replaced in-kind to match the historic feature. Restoration techniques with alternative analysis should be a part of the design options with floor plans and elevations. Therefore, a plan for Log/wood replacement/ roofing restoration plan with the inclusion of locating and sourcing lumber and materials should be included. d) Each design option should have a preliminary cost estimate. e) Submit the Draft Plan to the Project Team for review and approval. Deliverables: Draft Plan, recommendations, including relevant data, charts, narrative, graphics, analysis of each structure with preliminary estimates County Presentation(s)- Conduct two County Board of Supervisor presentations that will inform the Supervisors about the recommendations produced (draft Plan) and Final Plan. The first presentation is intended to address any outstanding questions or insight before starting the final design phase. The second presentation is intended to present the final approvable design plans, before plans and specifications are produced. All Public Meeting and presentation participation efforts will be publicized through the County Clerk of the Board, as necessary. Deliverables: Copy of presentation materials
