Requesting proposals for a two-phase development of examinations for promoting uniformed Department of Fire (hereinafter “Fire”) personnel to the titles of Fire Lieutenant, Fire Captain, Battalion Chief, and Division Chief. Phase I shall consist of a comprehensive job analysis that is sufficient to support the recommended approach to validation, consistent with professional standards and all applicable laws, code, regulations, etc. In addressing Phase I, proposals shall address the determination and measurement of tasks, work behaviors, responsibilities, demands and restrictions, work environment characteristics, knowledge areas, skills, abilities, and personal characteristics (hereinafter “KSAPs”) for these titles.
