The pavilion was reconstruction in 2000 and is constructed on a spread foundation footings and are approximately -4.0' below grade. The FEMA 100 year flood height is elevation 15.0' at the building and top of the foundation slab is at elevation 10.0". The Town does think it is realistic to protect against a 100 year storm. The Town is seeking a qualified firm to design a flood risk reduction structure, such as a buried "seawall" to maintain the structural fill for the Pavilion. The building is pre-FIRM construction and located in a New York State Coastal Erosion Hazard Area and FEMA VE-15 flood zone. The design shall consider toe and scour protection, hydrostatic loads and wave run up for the 50year (2%) storm event. Designs utilizing sheet piling, composite seawall, rubble mound or similar types of construction will be considered. A seawall penetration of up to 9.0' below existing grade (elevation 1.0'NAVD) shall be considered or a design that based on a 75-year storm may be used. The Town will not accept any designs that include lifting or moving the pavilion.
