The New York City Department of Correction (DOC) is dedicated to creating a safe and supportive environment while providing individuals in our care with a path to successfully re-enter their communities. DOC must allow the public to deposit money into the commissary accounts of people in custody (PIC). Today financial transactions can be made through several different methods – internet, mobile phone, walk-in locations, and kiosks through third party vendors and in cash at DOC cashier locations. Depending on the method chosen various mediums may be available such as cash, money order, and credit/debit cards. As technology advances DOC would look to implement newer, more efficient ways to transfer funds. The purpose of this RFI is to gather input from other commissary vendors with a significant northeastern United States presence and correctional experience, particularly in the New York City region, to help inform a future solicitation for these services. Insight gained from industry respondents will help DOC develop scopes of work (SOWs) for future solicitation and contract documents. The intent is to ensure that DOC’s program design and procurement/contracting strategy accurately reflects real-world industry practice and capabilities. DOC reserves the right to consider information obtained from responses to this RFI in order to develop a Request for Proposals (RFP) that would achieve the City’s objectives. The City shall issue a subsequent RFP at its sole discretion, and any response to this RFI does not guarantee either such solicitation of an RFP or consideration for subsequent award.
