The requested scope is sequential, and each Phase is required to be completed before the next one is initiated. The scope is for WFMMS Redevelopment and has 9 phases (each a “Phase”). Each phase must be completed and delivered prior to initiating the next phase. The goal is to develop a new WFMMS application through a structured approach of planning, assessing, developing, deploying and troubleshooting the application. AS discussed, NYCEDC Project Team will approve the satisfactory completion of each phase before directing the Consultant to start work on the subsequent Phase. The scope and content of Phases 2-9 are subject to change based on evaluations and findings of the Discovery Phase (Phase 1). Certain reimbursable expenses associated with the project and/or sub-consultant(s) may be included within your proposal in addition to expenses associated with each track. WFMMS Redevelopment • Phase 1: Discovery Phase o Define objective to clearly outline the goals and objectives of redevelopment, including the new functionalities to be added and other enhancements. o Conduct stakeholder meetings to engage and gather feedback and requirements. o Research through surveys, interviews, and focus groups to understand needs and requirements. Evaluate existing application, functionality, and architecture in order to identify any potential challenges and limitations. • Phase 2: Planning Phase o Define scope of upgrade and development. Identify which functionalities will be enhanced or added. o Plan resource allocation for key roles such as developers, testers, and project managers. o Develop Timeline for milestones and deadlines for each ensuing phase. • Phase 3: Design Phase o Develop a conceptual framework for new functionalities and design and assess how it will be integrated within the core application. o Create prototype and wireframes to visualize new features and gather feedback. o Develop detailed technical design including database schema, system architecture and APIs. • Phase 4: Development Phase o Implement new functionalities of approved design. o Conduct regular code reviews to ensure quality and adherence to coding standards. o Perform tests to identify and address bugs and assess the integration of new functionalities. • Phase 5: Testing Phase o Test integration of new functionalities. o Facilitate acceptance testing with stakeholders and select users to test the application. o Evaluate performance to identify slowdowns and interruptions. • Phase 6: Documentation o Create comprehensive documentation for users, editors, and administrators. o Create site, application, and data architecture. • Phase 7: Deployment Phase o Develop a deployment plan including cyclical backup plans. o Train select users, editors, and administrations. o Upgrade servers and deploy/launch application. • Phase 8: Post-Launch and Warranty Phase o Monitor application for performance and user feedback. o Identify and address any reported issues and bugs in a timely and consistent manner. o Collect feedback and identify features for improvements. • Phase 9: Closure Phase o Conduct post-implementation review to analyze outcomes stemming from the first phases. o Transfer of knowledge gained during the WFMMS redevelopment to NYCEDC Project Team.
