A. General Maintenance Services 1. At the direction of NYCEDC, the Consultant shall provide all labor and supervision necessary for the performance of the following general cleanup and maintenance services at the Sites, which includes, but is not limited to, the following: a. Basic cleaning and maintenance of the interior and exterior of various properties owned and/or managed by NYCEDC and the City of New York, which may include but not be limited to the following: b. Indoors (Building Maintenance Services) i. Sweeping, mopping, and polishing of floors in various spaces, which may include hallways, lobbies, corridors, vestibules, staircases, varying rooms of various sizes, closets, elevator cabs and landing floors, and bathrooms. ii. Bathroom and locker room maintenance, which may include: • Wiping down counters • Refilling toilet paper and paper towels • Refilling soap and hand sanitizer • Cleaning toilet seats and bowls, showers, sinks, and mirrors • Emptying trash bins and replacing any associated liners/bags • Dusting floors and surfaces. iii. Cleaning kitchen surfaces and appliances, including any sinks and faucets iv. Refilling water dispensers in refrigerators v. Emptying ice from refrigerator ice machines vi. Refilling snacks in vending machines vii. Wiping down and emptying trash/litter bins and baskets, and replacing any associated liners/bags viii. Wiping down/cleaning eye-washing stations and water fountains ix. Metal maintenance, on a variety of surfaces and objects x. Basic interior and exterior window cleaning c. Outdoors i. Basic exterior window and glass surface cleaning ii. Sweeping and clearing debris from sidewalks, paths, piers, ferry landings, walkways, tree pits, gutters, catch basins, fence lines iii. Wiping down and emptying trash/litter bins and baskets, and replacing any associated liners/bags iv. Vacant lot clean-up v. Clearing of periodic dumping from City streets vi. Removal of snow vii. Basic landscaping (i.e., weed removal, sweeping and raking leaves and plant debris, tidying up garden beds, pots, and planters, etc.) viii. Cleaning with the use of light-duty equipment (i.e., trimmers, blowers, weed-whackers, auto-scrubbers, aerial lifts, etc.). d. Other cleaning and maintenance services as directed by NYCEDC; and 2. Each of the Sites is unique and will require a uniquely tailored approach to providing the Services, pursuant to a plan for each Site formulated by the Consultant and NYCEDC. Accordingly, not all of the Services identified above will be applicable to each Site. Respondents to this RFP may add and remove job titles from the tables for hourly labor rates in this solicitation’s Price Proposal Form to reflect all titles they believe will be needed to perform the breadth of services outline in this Scope of Services (any additions or removals should be explained by the Respondent in their proposal). 3. NYCEDC expects the highest quality of work and the highest levels of both professionalism and communication in performance of the Services. As outlined below in this Scope of Services, the lackluster performance of individual employees of the awarded Consultant must be addressed expeditiously. Excellent communication, in these circumstances and all others, from the Consultant will be critical to the successful implementation of the Services. 4. At the direction of NYCEDC, the Supervisors (as described in Part I, Section D, below) shall perform the same work as the Workers (as described in Part I, Section C, below) being supervised. 5. The Consultant shall ensure that its employees acquire and maintain all needed licenses and certifications, including those required to operate various vehicles and equipment, to perform the Scope of Services. As needed, and as approved or requested by NYCEDC in writing, the Consultant shall provide on-the-job training to both Workers and Supervisors and any other training required for the performance of the Services. Such areas of training may include, but not be limited to: Building Maintenance, Occupational Health and Safety (“OSHA”), CPR/AED/Basic First Aid, and defensive driving training.
