Identify targeted investments to improve the streetscape, pedestrian environment, and overall business climate. 4. Provide an implementation plan with cost estimates, phasing, and potential funding sources. 5. Establish a set of quick-win projects to catalyze momentum and community confidence The selected consultant team will be responsible for: 1. Existing Conditions & Market Assessment: Collect and analyze data on land use, property ownership, crime, vacant properties, business mix, transportation and other demographics. 2. Community & Stakeholder Engagement: Conduct meetings, workshops, surveys, and interviews with business owners, residents, City departments, and key partners. 3. Vision & Concept Development: Create a shared vision statement, corridor identity, and conceptual streetscape and façade improvement ideas. 4. Implementation Strategy: Prepare a prioritized list of projects with cost estimates, responsible parties, and funding options. 5. Final Plan: Produce a comprehensive, actionable plan with maps, graphics, and an executive summary suitable for public distribution
