5.1 TASK 1 — PRELIMINARY SERVICES: ASSESSMENT AND PLANNING The NE will first perform and focus on this task with the following scope of work for each scenario/option as detailed in Section 4.2. 5.1.1 Review previous study/assessment: Examine prior studies performed for NYPA. 5.1.2 Project Kickoff meeting: Organize an initial meeting with stakeholders to define project goals and key deliverables. 5.1.3 Stakeholders Interviews: Interview stakeholders to determine if the current facility layout adequately meets NYPA's needs and industry standards. Understand the future needs and functions required for the proposed future layout. 5.1.4 Site visits and Inspections: Conduct comprehensive site visits to assess the current condition and layout of the CEC building facility, security department, parking, ECC (including Workstations, data center, training space etc.) as well as the Emergency Control Center, EECC. Evaluate structural, electrical, mechanical, plumbing and architectural elements. 5.1.5 Data Collection: Gather existing drawings, documentation and operational data related to the facility. 5.1.6 Compliance and Regulatory Review: Review local, state and federal building codes and ensure compliance with NERC CI P standards focusing on Physical security, cybersecurity and operational reliability. 5.1.7 Assessment Report: Prepare a detailed assessment report summarizing findings, recommendations and prioritized action items. 5.1.8 Stakeholder Presentation: Prepare and deliver a presentation to stakeholders to communicate the key points of the assessment report and facilitate discussion on the proposed actions. 5.1.9 Detailed Planning: Develop design criteria for the project for NYPA's stakeholders review and approval. 5.1.10 Collaboration with NYPA Staff: Work closely with NYPA System Operations and OT/IT staff to develop a comprehensive understanding of the needs and functions of the ECC and EECC_ 5.1.11 Conceptual Plans and Schematic Design: Prepare conceptual plans and schematic designs equivalent to a 30 percent design deliverable for NYPA's review and approval. 5.1.12 Permitting and Regulatory Compliance: outline the process for obtaining necessary permits and approvals. 5.1.13 Construction Cost Estimate: Develop and submit a conceptual construction cost estimate. 5.1.14 Project Schedule: Develop and submit a proposed project schedule that includes all permitting and construction activities.
