• Environmental Site Assessment — Perform all ESAs (eg. Phase 1 and Phase 2) required for the City of Binghamton to enter the Bonafide Purchaser Protection Program or other Federal/State environmental risk management program as may be appropriate. • Pre-Demolition Environmental and Asbestos Testing — Conduct a full hazardous materials survey, including asbestos-containing materials. • Geotechnical Investigation — Perform geotechnical borings and subsurface investigation to inform demolition planning and future redevelopment activities. Analyze soil conditions, groundwater presence, and subsurface stability. Provide geotechnical engineering recommendations related to demolition and future site use. • Environmental Due Diligence and Regulatory Liaison — Coordinate with the New York State Department of Environmental Conservation (NYSDEC) on all relevant site matters. Assist in the preparation and submission of required documentation Provide professional guidance related to any applicable Brownfield or other NYSDEC programs. • Demolition Design Support — Prepare demolition design documents and specifications for use in future procurement of demolition services. Identify structural and environmental conditions that may impact demolition activities. Collaborate with City staff, engineers, and legal counsel as needed to produce bid-ready plans and regulatory submittals.
