The Erie County Holding Center is a maximum - security detention center, operated and under the control of the Sheriff of Erie County. Therefore, bidders must understand that strict security policies and procedures, which may limit activities, equipment, materials, supplies and clothing, will be in effect. This solicitation and any subsequent award shall apply to an individual only. Subcontractors, substitutes, assistants, etc. are unacceptable, and will be denied entry to the facility. The awardee will be provided with a security orientation and training in facility policies, contraband control, Prison Rape Elimination Act and emergency procedures. Barbering services are to be provided to both male and female incarcerated individuals. Only basic haircuts will be offered. NO fades, layers, scissor cuts, designs, coloring, or styling will be performed. Occasionally the successful bidder may be called upon to assist the division of Correctional Health with haircuts that are medically necessary.
