The New York State Department of Motor Vehicles (DMV) is modernizing its procurement and contract lifecycle management operations to address process inefficiencies, reduce administrative burdens, and strengthen compliance across all solicitation types. Today, DMV relies on a largely manual, spreadsheet-driven approach to solicitation development, evaluation management, and contract tracking, which presents risks related to version control, auditability, and administrative workload. To support DMV’s goals of modernizing procurement and contract lifecycle management operations, the selected vendor will supply licensing, configuration, and implementation of Authorium products, to provide an integrated solution that achieves the following outcome: • Standardize RFP and IFB templates • Enable real-time collaboration across internal teams • Automate multi-level approval workflows • Centralize solicitation and contract information in a searchable repository The solution should support the transition from offline evaluation processes to a structured, online evaluation framework. This framework must enable consistent, datadriven scoring and award procedures, while maintaining audit trails and exportable documentation suitable for internal review and submission to oversight agencies.
