Specifications include, but are not limited to: Task 1 - Security Services (5-year term) a. Physical Monitoring: Contractor will be responsible for monitoring (driving, walking and/or biking) and written observation of public interaction with assets and public space (see Appendix C). The issues of concern might include, but not be limited to, the following: graffiti; loitering; compromised barriers; unlawful operation of motor vehicles; illicit/illegal use of drugs and/or alcohol; menace/nuisance; public intoxication; misdemeanor or greater criminal activity. b. Communication: Contractor will be responsible for immediate contact of appropriate local authorities regarding criminal activity. c. Reporting: Contractor will be responsible for the submission, at minimum, of a weekly report (see Appendix E) to ECHDC detailing the shift observations. d. Video Surveillance System & Intrusion Alarm Monitoring: Within each shift detail, staff will be responsible for checking video surveillance and reporting any notable observations. e. Staff/Hours: ECHDC properties operate in a seasonal manner based on historic public use. The suggested staff/hours (see Appendix F) are aligned with ECHDC standard expectations but open for negotiations. All exceptions are to be clearly noted. Task 2 - Video Surveillance, Intrusion Alarm and Gate Installation (Allowance) The scope of work will include the installation of CCTV, intrusion alarm and access gates to provide protection of assets at ECHDC owned buildings and properties. The first phase of installation will include, but not limited to, the installation of equipment based on historic data of public interaction with ECHDC public spaces and buildings, as well as nearby spaces. The surveillance network will be interconnected by CCTV affixed to ECHDC buildings and appurtenances (as well as the possibility of some city-owned), from “main hubs” (Blue Building and Longshed) containing the network receiver/mainframe equipment. A single or pair of cameras shall be mounted to monitor designated locations. It should be assumed that the suggested system will only require a mount point (building, pole, etc.) and AC power. In addition, entry pads and intrusion alarms will be installed at entry points of ECHDC buildings. The second phase will be assumed in subsequent years for modification and/or additional cameras, entry pads and intrusion alerts, as needed throughout the sites. ECHDC will also work with the contractor to identify appropriate gate access throughout the site. Please see Appendix D for suggested locations and site information.
