I. SCOPE OF SERVICES The Consultant shall provide a robust Assessment Management and Strategic Planning Software Solution and provide any professional services necessary to implement and support the software solution throughout the entire term of the agreement. The College requires a software solution that will: 1. Support strategic college planning by facilitating the collection, articulation and dissemination of institutional information and data by tracking goal and outcome achievement vertically, horizontally and longitudinally across all academic and functional areas and levels of the college; 2. Enable and support budget prioritization by aligning budget requests with assessment results for academic and administrative units; 3. Enable curriculum mapping and outcomes assessment by capturing learning outcomes at the course, program, and institutional level in concert with College’s Learning Management System (LMS) D2L Brightspace, and the College’s Student Information System, Ellucian Banner ERP, and by supporting the analysis and reporting of those data; 4. Support re-accreditation efforts with superior functionality including a robust and dynamic document depository which links continuous improvements to MSCHE standards for accreditation, and other discipline specific accrediting bodies II. SOFTWARE REQUIREMENTS: The software solution should be an existing commercial package developed specifically for higher education and should be able to meet the minimum requirements listed below: 1. Solution has been offered and supported by vendor for no less than three (5) years; 2. Solution must meet WCAG 2.0 A & AA standards, vendor must provide their VPAT; outline any additional accessibility features beyond WCAG 2.0 standards; 3. Robust integration or API functionality with D2L Brightspace, Ellucian Banner, and Salesforce Tableau data visualization tool, that allows for the bi-directional flow of data, that facilitates all assessment activities; 4. Robust initial and on-going client support which includes uploading initial data into the platform, periodic training for the system admins, as well as a strong support partnership for the life of the contract; 5. Technology functionality as noted below: a. Run in a hosted environment ("Software as a Service"); b. The environment must be a secure facility and include frequent backups (or some other method to ensure an up-to-date copy), off-site storage of the data, and full disaster-recovery capabilities; c. If it is hosted in a public cloud, the cloud provider and the level of service must be specified; d. All data transmissions must be encrypted; all web traffic must be via SSL; e. The College owns its data and must be able to extract and download any or all of it at any time; f. In addition to any other reporting features, all data must be accessible in a standard downloadable format (e.g., CSV).
