Construction Inspection Services to be performed by the Consultant are to ensure that the work of the Contractor conforms to the provisions of the contract documents. Services to be performed include detailed inspection, on-site field testing of materials & other construction activities as necessary, including field measurement & collection of data necessary to submit monthly & final estimates and progress reports, and preparation of record plans showing all changes from the contract plans. All records shall be kept in accordance with the Manual of Uniform Record Keeping (MURK) including SiteManager and EBO. In addition, if included in staffing, the Resident Engineer may be required to maintain the Engineer's Daily Project Diary describing the progress of the work, specific problems encountered, and other pertinent information relative to the execution of the contract work. The Consultant will be proactive toward achievement of timely construction completion and monitor contract progress by evaluating the adequacy of the Contractor's personnel and equipment including the availability of necessary materials and supplies. Qualification for Designation Firms (herein, “firm” or “consultant”) will be designated based on the highest technical qualifications, as set forth below. 1. Measuring Distance from the Functional Office / Field Office For scoring purposes, as part of the EOI submission, the prime is required to assign a Functional Office for each team member. You may only select one office for each firm on the proposed team. The Functional Office shall satisfy the following criteria: • The physical location shall be in a building either owned by the consultant company or rented pursuant to a lease of one year or more and accessible by the public. • The consultant company is registered, licensed, and authorized to do business at the office location in accordance with applicable state and local rules and regulations. • The proposed prime consultant will operate the office location as a bona-fide office with a minimum of one full time employee (FTE) physically located in, and assigned to, the qualifying office. • The consultant company shall provide notification to NYSDOT’s Designation Unit Supervisor if the location is closed or moved during the pendency of any project awarded to that company by NYSDOT.
