The selected consultant shall employ qualified, competent, and experienced personnel to provide the required services. This solicitation is primarily issued in anticipation of receiving grant funding from the Federal Railroad Administration (FRA). Failure to receive FRA funding may result in the delay, reduction, or cancellation of this project or assignments associated with this project. All contracts that are funded in whole or part by FRA funds are subject to several additional Federal and State reporting and procedural requirements. By responding to a solicitation for a contracting opportunity that may include FRA grant funds, the individual members of the prospective consultant teams are explicitly stating that they accept all of the reporting and procedural requirements associated with that opportunity and will comply with those requirements from the date of the contract award or Notice to Proceed through acceptance and completion of the contract. Specific projects are identified following the FRA's review and approval of each selected project's grant application. In order to meet the tight scheduling requirements for these agreements, NYSDOT is encouraging all firms anticipating inclusion as proposed consultant team members to review NYSDOT's web site and become familiar with the practices and procedures for consultants, https://www.dot.ny.gov/doing-business. This solicitation may also include projects funded solely with New York State funds. To be designated, the prime consultant must be authorized to practice engineering by the State of New York. For environmental assessments and studies, personnel must have the necessary qualifications, certifications, training and experience. Additionally, all right-of-way surveying and mapping shall be performed by a firm authorized to provide professional land surveying in the State of New York. The levels of complexity for the assignments which will be awarded under these agreements should not exceed Moderately Complex. This agreement will provide for railroad operations planning, scoping, operations simulation, design and environmental New York State Department of Transportation Page 3 activities relating to railroad projects, including but not limited to station facilities including ADA compliance of facilities, platforms, tracks, and yards, signals, structures, and highway rail grade crossings. There is potential to work on FRA grant projects including but not limited to the Corridor Identification program.
