To determine the eligibility of experienced not-for-profit and for-profit organizations (“Applicants”) to participate in the rehabilitation and management of multifamily residential properties through HPD’s Affordable Neighborhood Cooperative Program (“ANCP”), Third Party Transfer - Tenant Petition Cooperatives (“TPT-TP”) and certain other projects described below (“Special Projects”). ANCP, TPT-TP and Special Projects are sometimes individually or collectively referred to as the “Programs,” and properties in ANCP, TPT-TP and Special Projects are sometimes referred to respectively as “ANCP Properties,” “TPT-TP Properties” or “Special Project Properties”, or collectively as the “Properties”. Through ANCP and TPT-TP, HPD conveys multifamily residential properties for redevelopment as affordable housing cooperatives. HPD may dispose of individual buildings for single-building projects or groups of buildings (“Clusters”) for multiple building projects.
