Specifications include, but are not limited to: The Agency’s goals and objectives for this RFP are to convey effective messaging to the general public through different types of advertising and media campaigns. Anticipated campaigns during the duration of the Contract include, but are not limited to, the following: 1. Promotion of safety and awareness among motorists, pedestrians, and cyclists; 2. Discouragement of driving while intoxicated; 3. Awareness of work zone safety; and 4. Encouragement of multi-modal, sustainable transportation projects and events. At a minimum, such campaigns will include, singularly or in combination, television, radio, out-of-home, print, and digital media. B. Agency Assumptions Regarding Proposer’s Experience In order to accomplish the goals and objectives as set out above, the Contractor would at a minimum, to the sole satisfaction of the Agency: 1. Employ a creative staff that sufficiently understands the principles of advertising, writing, and graphic design, and consistently provides high-quality professional services; 2. Have experience purchasing media in the New York City market, and be familiar with a variety of placement opportunities; 3. Have experience with new and digital media; 4. Have been in operation for a minimum of two full years; 5. Have experience with City, State or Federal agencies and non-profit/advocacy work. (Note: this experience is preferred, but it is not an essential prerequisite.) C. Agency Assumptions Regarding Proposer’s Organizational Capability In order to accomplish the goals and objectives as set out above, the Contractor would at a minimum, to the sole satisfaction of the Agency: 1. Be considered a full-service agency, capable of executing campaigns across a wide variety of mediums (print, television, online, radio, outdoor, etc.); 2. Have the capacity to track campaign impressions and maximize advertising dollars to earn value-added placements;
