Statement of Work S-21 Pressure Reducing Valve (PRV) Upgrade. Albany Stratton VAMC Introduction Stratton VAMC s mission is to provide world class healthcare for veterans in the capital region and upstate New York. Background /Objective The Stratton VA Medical Center 113 Holland Ave, Albany NY is currently seeking the purchase and installation of 2 new cast steel PRVs. A recent change in the national Boiler Plant operations requirement mandates that all cast iron fittings will be replaced with cast steel as they reach the end of their useful life. Place of Performance Building 2 subbasement room S-21. Period of Performance All work requiring a steam shutdown to the hospital must be done on nights/weekends and shall be as done as quick as safely possible. All preparatory work may be done during normal business hours 7 AM -4 PM Monday thru Friday. Scope - Contractor will provide and replace 4 PRVs located in room S-21 in the subbasement of building 2. Specific Tasks parts Contractor will provide: Spence main valves and pilots. All valves and flanges shall be carbon steel. Three 4-inch ASNE flanged 150 Y strainers carbon Steel with 1/8-inch perforated screen, 1-1/2 blow down valve connection. three 1 ½ inch cast steel ball valves for blow down. One ¾ cast steel ball valve for blow down. Two 3-inch ASNE 150 25 main prv valve cast steel. 2 25p pressure pilot cast steel with yellow spring 3-30 psi 2 pressure pilot cast steel 60 psi spring Four 4-inch pressure gauges 0-100 psi with two isolation valves and ring syphon s Four (4) 4-inch carbon steel gate valves with 4-150 Flexatalic gaskets. Two 3 to 4inch flanged spools. three 4-inch flanged spools. Length do be determined. During installation. One 2.5 inch flanged spool Length do be determined. During installation. All necessary piping to connect downstream piping to pilot assemblies, and all necessary blow down piping. One 2.5-inch ASNE flanged 150 Y strainers carbon Steel with 1/8-inch perforated screen, ¾ npt blow down valve connection. One 2.5 inch ASNE 150 25 carbon steel main valve 2.5 150 Flexatalic gaskets One 4 inch 150 25 main prv valve carbon steel. One 4 inch carbon steel gate valve with 4-150 Flexatalic gaskets. One 2.5 inch carbon steel gate valve 2.5 150 Flexatalic gaskets. One 8 inch carbon steel gate valve One 10 inch carbon steel gate valve All associated gaskets need for installation. All mounting hardware in accordance with ASME standards. All fasteners shall Be ASTM Grade A193 labor Contractor shall remove upper and lower old inlet red toped valves. and shall replace with steel gate valves. and upper and lower discharge gate valves on the 10 psi line Contractor shall replace both upper and lower spool s length to be determined based on the piping. On the 10 psi line Contractor will remove and replace upper and lower strainers and main prv valves with steel components. On the 10 psi line Contractor shall remove upper and lower old inlet valves. and shall replace with steel gate valves. and upper and lower discharge gate valves on the 60 psi line Contractor shall replace both upper and lower spool s length to be determined based on the piping. On the 60 psi line Contractor will remove and replace upper and lower strainers and main prv valves with steel components. On the 60 psi line Contractor will replace and re pipe control pilot assemblies Contractor will be licensed and insured to complete steam pipe work. all work must conform to All ASME codes and standards, along with all VHA directives pertaining to pipe work. Contractor will provide personal experienced in steam pipefitting. Special Instructions - All shutdowns shall be coordinated with the COR. and FMS administration. Contractor Information: The Contractor, at no additional cost to the Government, shall obtain all licenses, permits, and insurance required to perform the work in this Contract. It is advised and recommended that the Contractor shall perform a Field Site Visit in the Hospital to determine the exact number(s) and type (s) of associated equipment and/or devices (s) before the submission of price proposal. In the conclusion of the site visit the contractor shall provide a detailed list of all associate equipment(s) and /or device (s) to the VHA. The list shall be used as a reference only and shall not to be considered as a complete list of equipment. Non-Compliance-The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. Inspection- Upon completion of the repair service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all equipment is returned to full functioning condition No invoices will be processed for payment prior to the completion of POC inspection. Other Related Services (Not Included in the Scope of Work)- Any services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive.
