It is the purpose of this Bid to have various grades of Asphalt Emulsions (Tack Coat,) conforming to the specifications herein, furnished and delivered for use by Essex County and its various Political Subdivisions on roadways throughout Essex County. All materials furnished under this Contract shall be in conformance with the "Standard Specifications for Construction and Materials of the New York State Department of Transportation", January 1, 2022 and all addenda thereto; unless the same are modified by the Essex County Superintendent of Public Works. All materials furnished under this Contract shall be the 702-XXXXT Diluted Tack Coat (Grades 702-3401, 702-3601, 702-4501.) The acceptance of the said materials by the Essex County Superintendent of Public Works or by his authorized representative (ECDPW) does not prevent subsequent rejection should the materials be determined to be defective or not in compliance with the specifications. Asphalt Emulsions purchased under these specifications shall be delivered to a municipal paving project site. The municipality may be a Town, Village or Essex County. The Bidder agrees to furnish the materials specified, loaded in trucks, and delivered to each individual Town in Essex County, New York. The Bidder shall be capable of producing the material and providing the specified transportation necessary to furnish and deliver a minimum of 1000 gallons per day, Monday through Friday, between 6:30 A.M. and 5:00 P.M.
