The general intent and purpose of the Erie Area Council of Governments ("EACOG") under these Specifications is to provide a comprehensive system of collection and transportation of municipal waste, recyclable materials and leaf waste generated upon residential dwellings the Municipalities of EACOG, the proper disposal of municipal waste, the proper marketing of recyclable materials for recycling and reuse and the proper composting of leaf waste, under which a successful bidder ("Contractor") shall be given the exclusive franchise to collect and transport such items from residential properties not deemed commercial pickups, dispose of municipal waste, assure marketing of recyclable materials for recycling and reuse and assure composting of leaf waste at a licensed composting facility.
