This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quotation (RFQ), solicitation number W50S8N-23-Q-0024, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2023-05 effective 07 September 2023). The North American Industry Classification System (NAICS) number is 561210 and the small business size standard is $41.5M. The proposed acquisition is 100% set-aside for small businesses.
Requirement: Utility Monitoring Control System
Maintain Utility Monitoring Control System (UMCS):
- On site visit and assessments. Up to 10 planned on-site visits to work with State
Facility Maintenance personnel at Hancock Field to update firm ware and/or software
Alerton controls. Document all findings in written closeout documents. Any type of
Remote connections are not authorized.
- System Reviews. Review systems for “CRITICAL”, “OFFLINE,” “OVERRIDE,”
and “DISABLED” status indicators. Review customer deficiency list, Event Log and
Alarm Log. Report findings to Facility Maintenance Staff.
- Update firmware/software refinements according to manufacturer standards on up
to a quantity of 371 Alerton devices. Run system diagnostic and address any
discrepancies or errors as a result of Firmware/Software updates. Report findings to
Facility Maintenance Staff.
- Server/Operator Workstation inspection and configurations. Verify proper system
restart, system date & time, and hardware status. Report findings to 174 ATKW Facility
Maintenance Staff.

- Period of performance: 365 days
- Award will be based on lowest price.
