The New York City Taxi and Limousine Commission TLC is seeking an experienced technical project manager consultant to provide full-time (35 hours/week) implementation and risk management support for the agency’s ongoing modernization initiative, currently being executed by an external vendor. This initiative aims to upgrade legacy systems, enhance operational efficiency, and align the agency’s technology infrastructure with evolving business needs. To ensure successful execution and minimize risks, the consultant will provide strategic oversight, coordination, risk mitigation, and advisory support throughout the implementation lifecycle. The consultant will report to the Director of the Project Management Office (PMO). TLC anticipates awarding one contract to a city-certified Minority and Women-owned Business Enterprise (“M/WBE”) This solicitation is being made pursuant to the M/WBE Noncompetitive Small Purchase Method Section 3-08 of the Procurement Policy Board Rules, this procurement is exclusively for City Certified Minority and Women Owned Business. Contracts awarded under this method may not exceed $1,500,000 inclusive of any change orders, overruns, amendments, renewals, and extensions. Scope Of Work The consultant will work within TLCs Information Technology Division to support troubleshoot and maintain the operations of critical software used in our licensing and enforcement units. The services the consultant shall provide include troubleshooting and maintaining the following applications and bugs: Consultant Responsibilities 1. Collaborate with internal and external teams, including the system integrator, to ensure timely achievement of project milestones. 2. Monitor and assess project and vendor progress and performance, escalating critical concerns to IT management as needed. 3. Manage vendor accountability for deliverables, timelines, and outstanding action items. 4. Proactively and continuously identify, analyze and manage risks and issues that could impact project delivery; evaluate impact, prioritize mitigation strategies, and track followup actions.
