The Schenectady Municipal Housing Authority (hereinafter "the Authority"), a public housing agency operating under the laws of New York State and the U.S. Department of Housing and Urban Development (HUD), seeks proposals from qualified individuals or firms to serve as a Grievance Hearing Officer. The Authority will establish a qualified pool of individuals and/or firms to administer grievance hearings for tenants of the Authority in accordance with 24 CFR Part 966, Subpart B, and all other applicable federal, state, and local regulations. This RFP outlines the scope of services, qualifications, and submission requirements.
The Authority was created by the New York State Legislature and was validated under the provisions of Article 5 of the former state housing law (refer to Section 405 of the New York State Public Housing Law). The Authority’s jurisdiction includes the City of Schenectady, and the central office is located at 375 Broadway, Schenectady, New York, 12305. The Authority is federally subsidized by the U.S. Department of Housing and Urban Development (HUD) to provide decent, safe, sanitary and affordable housing to
low and moderate-income families. The Authority is regulated by both the Housing Act of 1937 as amended, and regulations promulgated pursuant thereto, and applicable
laws of the State of New York.
The Authority manages approximately 750 public housing units across the City of Schenectady, serving low-income families, seniors, and individuals with disabilities.
Pursuant to 24 CFR § 966.50 et seq., the Authority is required to provide tenants with an opportunity for an administrative grievance hearing to resolve disputes related to
Authority actions or inactions affecting tenancy, including lease violations, rent disputes, and maintenance issues. The Hearing Officer ensures an impartial, fair process
compliant with federal regulations and due process standards.
