Summary of Specifications:
NOTICE IS HEREBY GIVEN that sealed Bids for residential Garbage and Recyclable Materials collection, transportation, and disposal services for the Village of New Hempstead, Rockland County, New York, Contract No. NH-1 will be received by the Rockland County Solid Waste Management Authority on November 17, 2004 until 10:00 a.m., local time, in the offices of the Authority, located at Rockland County Solid Waste Management Authority, 420 Torne Valley Road Hillburn, New York 10931, at which time and place they will be publicly opened and read aloud. These bids will be for the furnishing of all tools, equipment, materials and labor for Contract No. NH-1, collecting, transporting, and disposing residentially generated Garbage and Recyclable Materials as designated from the Village of New Hempstead. Work will be in accordance with these Request for Bids representing Contract, No. NH-1, including the contract documents, plans, specifications, instructions to bidders, contract specifications, general provisions, etc. prepared by the Authority for said project.
The Rockland County Solid Waste Management Authority is issuing this bid for back door pick up. This bid includes an alternative bid for curbside.
Any Bids not delivered in person shall be mailed to the Rockland County Solid Waste Management Authority, 420 Torne Valley Road, Hillburn, New York 10931. All Bids shall be submitted in sealed envelopes and shall be plainly marked on the outside with the statement “Bid Documents Enclosed” and with the Contractor’s name and the title of the Bid.
Copies of the contract documents may be examined at no expense at the offices of the Rockland County Solid Waste Management Authority between the hours of 10:00 a.m. and 4:00 p.m. daily, except Saturdays, Sundays and holidays on or after October 27, 2004.
There will be a pre-bid meeting at the offices of the Rockland County Solid Waste Management Authority, 420 Torne Valley Road, Hillburn, New York at 10:00 a.m. on November 8, 2004.
Bidders on this work will be required to comply with the Affirmative Action Program for the Authority. The requirements for Bidders which concern non-discrimination are explained in the bid documents.
The Rockland County Solid Waste Management Authority is an exempt organization under the Tax Law and is exempt from payment of sales and compensating use taxes of the State of New York and cities and counties of the State on all materials which are to be incorporated into the project and which are to be separately sold by the Contractor to the Authority prior to incorporation into the project, pursuant to the provisions of the Contract. These taxes are not to be included in the Bid.
The attention of Bidders is directed to the applicable Federal and State requirements, and to the “NON-COLLUSION STATEMENT” in the Bid Forms.
Each Bid must be accompanied by a certified check for a sum equal to ten percent (10%) of the total annual amount for the first year of the Bid, payable to the Rockland County Solid Waste Management Authority, or a bond with sufficient sureties to be approved by the attorneys for the Authority, in a sum equal to ten percent (10%) of the total annual amount for the first year of the Bid, conditioned that if his bid is accepted, he will enter into a Contract for the same, and that he will execute such further security as may be required for the faithful performance of the Contract as set forth in these contract documents.
A performance and payment bond by a company satisfactory to the Authority and renewable each year of the Contract each in an amount of not less than one hundred percent (100%) of the total annual amount of the Contract for that year will be required of the successful Bidder.
No Bidder may withdraw his Bid for forty-five (45) days after the date set for opening thereof.
