The objective of this RFP is to solicit proposals for a project to assist the District to become as energy efficient as possible through installation of energy conservation measures, upgrades, and implementation of optimal operation and maintenance procedures. The District wishes to implement the proposed comprehensive energy project on an Energy Performance Contract basis. (See State Energy Law, Article 9, attached as Appendix C). Only projects which have a return investment (of less than 18 years), and reduce real energy consumption, and are funded under guaranteed performance basis will be considered.
