NOTICE IS HEREBY GIVEN, that the County of Ontario will receive sealed bids for Distance Learning and Telemedicine System for Finger Lakes Community College (B24037). Such sealed bids must be filed with the Ontario County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, PRIOR TO 3:00 PM prevailing time April 8, 2024 at which time said bids will be publicly opened and read. The opening will be available via Webex Meeting.

Bid forms and specifications may be viewed and downloaded from the County website at www.ontariocountyny.gov/purchasing or may be obtained at the office of the County Purchasing Director at the above-mentioned address (Telephone: 585-396-4442). Vendors requesting arrangements other than U.S. Mail shall be responsible for making such arrangements and all associated costs.
NOTE: Finger Lakes Community College (the “College” or “FLCC”) and the County of Ontario (the “County”) shall not be held responsible for the completeness or accuracy of any bid documents received by a vendor that were not directly issued to that vendor by the Ontario County Purchasing Department.
Any vendor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the Ontario County Purchasing Department.
It is HIGHLY suggested that all vendors interested in participating in this bid, contact the Ontario County Purchasing Department directly at the above address or telephone number to assure they have received the most accurate and up to date material concerning this contract.
The County does not offer or supply anyone the list of people that have obtained a copy of these bid specifications or cost estimates for the project prior to the opening of the bid. NO EXCEPTIONS ARE MADE TO THIS POLICY.
Finger Lakes Community College and Ontario County reserves the right to reject any or all bids.
METHOD OF AWARD:
The contract if awarded will be to the lowest responsive/responsible bidder in whole who meets all the terms of the specifications. Any contract(s) awarded as a result of this bid will be between Finger Lakes Community College and the successful vendor(s). The College guarantees no minimum or maximum purchases or contracts as a result of award of this bid. Finger Lakes Community College reserves the right to allow all municipal and not for profit organizations authorized under the General Municipal Laws of the State of New York, to purchase any goods and/or services awarded as a result of this bid in accordance with the latest amendments to NYS GML 100 through 104. However, it is understood that the extension of such contracts are at the discretion of the vendor and the vendor is only bound to any contract between the Finger Lakes Community College and the vendor.
Scope
Finger Lakes Community College (FLCC) is seeking a single vendor to provide equipment, installation, training, and an electronic portal for the execution of the FLCC’s USDA Distance Learning and Telemedicine grant award. FLCC has partnered with several school districts, Finger Lakes Area Counseling and Recovery Agency (FLACRA), and Family Counseling of the Finger Lakes (FCFL) to provide HyFlex equipment, installation, training and development of a portal to assist with Concurrent Enrollment, Distance Learning, and Distance Learning sharing among partner K-12 districts, and provision of telemedicine services, counseling, and preventative information. Along with the location installations listed the project also requires access to an online portal that allows communication between FLCC and its partnering districts. The portal will allow FLCC to post dual credit and course offerings, communicate news, and advertise certifications, and 2/4-year programs. Districts will also be able to post course needs and course offerings to establish course sharing partnerships. In addition, instructional resources are also provided for teachers if they wish to enhance their curriculum. The bids must include 3 years of hardware, and software support, and three years of support for the portal. While only some of the locations require prevailing rate, all of the locations require delivery, installation, and setup of the hardware. There are 24 locations with the following configurations:
