2023-118 - Housing Support and Consulting Services

Responsibilities:
 

1. Seek funding for homebuyer programs and other available resources that increase affordable housing opportunities in Genesee County.
2. Seek funding for projects in support of housing such as infrastructure, community services, rental and economic development activities. 
3. Provide strategic plans and identify specific resources necessary for implementation of housing rehabilitation programs and other affordable housing programs for single family, owner-occupied very low, low, and moderate-income households in Genesee County.  This includes, but is not limited to identifying needs, designing programs to meet the needs, and identifying funding to implement such programs.
4. Provide strategic plans and identify specific resources necessary for implementation of rental unit rehabilitation programs in Genesee County.  This includes, but is not limited to identifying needs, designing programs to meet the needs, and identifying funding to implement such programs.
5. Provide strategic plans and identify specific resources necessary for allowing Aging in Place and accessibility improvement programs in Genesee County.  This includes, but is not limited to identifying needs, designing programs to meet the needs, and identifying funding to implement such programs.
6. Administration of CDBG/HCR grant programs, including but not limited to NYS HOME and AHC.
7. Provide a quarterly written report to the Genesee County Housing Initiatives Committee on progress made with the services provided in A – F above.

1. Knowledge and experience with federal funded housing programs, including but not limited to HUD, CDBG and HCR grant programs.
2. Knowledge and demonstrated compliance and understanding of federal, state and local laws and regulations.
3. Demonstrated ability to successfully apply and obtain federal and state grants for housing and community development programs.
4. Experience with the administration of grant and loan programs involving home mortgage and rental assistance programs, especially the First Time Homebuyers Program.
5. Provide a local office or contract point in Genesee County to provide direct assistance to participants of housing programs.
6. HUD approved housing counseling agency to provide services.
