Summary of Specifications:
The purpose of the Ulster County Shovel Ready Strategic Plan (the “Plan”) is to define parameters for targeted infrastructure investment in priority growth areas, to engage growth-oriented municipalities in determining appropriate corridors and parcels for shovel ready development, to provide support for these efforts within community comprehensive plans and create a streamlined approval process under local zoning (the “Project”). This Project will include (1) analysis of previously made shovel ready infrastructure investments, (2) development of criteria for future investments, (3) providing model templates for inclusion in comprehensive plans and zoning statutes that allow local shovel ready investments and streamline land use approvals. The Project also includes stakeholder outreach, relative to the Project, to local governments, business associations and the public.
The goal of the Plan is to ensure that economic development in Ulster County meets smart growth principles that include directing future growth toward priority growth areas that leverage resources invested in infrastructure, to create the planning tools that will provide the basis for comprehensive plan amendments and zoning changes that support needed infrastructure investment and streamline the approval processes.
The Project is funded with a Community Planning grant from the New York State Office of Community Renewal (NYOCR). The Project will be managed by the Ulster County Planning Department (UCPD).
All responders are expected to have knowledge of Ulster County’s adopted polices and plans including Ulster County’s Shovel Ready Bonding Authority, the Ready-To-Go Program, Ulster Tomorrow, A Sustainable Economic Development Plan, as well as familiarity with the communities of Ulster County (the “County”). Access to County GIS data and all other County data sets should be assumed, as well as access to County technical personnel and agencies.
