Summary of Specifications:
Ulster County (the “County”) is issuing this Request for Proposal (RFP) for a Consultant to create a Safe Routes to School Program (SRTSP) for the Ulster County Transportation Council (UCTC). The purpose of this RFP is to provide proposers with sufficient information to prepare and submit proposals for consideration by Ulster County.
The objective of the SRTSP is to enable and encourage children, including those with disabilities, to walk and bicycle to school; make bicycling and walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age; and facilitate the planning, development, and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of schools. The SRTSP will serve as an educational resource for schools and others to promote safe walking and bicycling through education and encouragement. It will provide analysis of priority transportation infrastructure improvements and conceptual designs for three (3) selected school district areas in the County. To accomplish this SRTSP, there are two (2) components. The primary component consists of an engineering assessment of the transportation infrastructure for three (3) Ulster County schools and their surrounding neighborhoods. These assessments will identify hindrances to SRTS and provide conceptual designs as necessary for capital improvements as well as operation and maintenance measures directed at improving the safety for those who walk or bike to school.
The second component is a Safe Routes to School Guide and/or online resource that will provide municipal and school officials with the necessary education, enforcement, evaluation, and encouragement elements of a SRTS program.
All proposers are expected to have knowledge of Safe Route to School Program at the State and National level, transportation design principles to improve pedestrian and bicycle safety, and the ability to develop conceptual plans and cost estimates. Access to County GIS data sets should be assumed, as well as access to UCTC staff and technical staff in other County departments.
