Summary of Specifications:
The 2008-09 New York State Budget provided funds to the NYS Housing Trust Fund Corporation (HTFC) to develop and administer the Greater Catskills Flood Remediation Program. The goals of this program are to remove people from harm’s way and enable homeowners to relocate from areas that remain vulnerable to flooding. As a result, Ulster County will purchase eligible one- or two-family homes that have been damaged by flood since April 1, 2004 and are further determined to be at future risk. Homes purchased will be demolished and then dedicated for open space, recreational, wetlands, or flood mitigation purposes.
The purpose of this bid is to establish a price for qualified professional site assessment firm(s) to conduct Phase I and/or Phase II Environmental Site Assessments (ESA) for procurement by the Emergency Management department. The ESA will be based in part on American Society for Testing and Materials (ASTM), ASTM 1527-00. A brief “Conclusions and Recommendations” must be submitted by the vendor. If a site is considered contaminated, a Phase II Environmental Site Assessment may be conducted, ASTM test E1903, a more detailed investigation involving chemical analysis for hazardous substances and/or petroleum hydrocarbons.
Ulster County seeks Phase 1 ESAs for up to 10 residential parcels. These parcels are single family or two family homes located on parcels which are less than 1 acre in size. Two properties are located in the Town of Hurley (within a 1/4 mile of each other), and the remaining eight properties are located in the Town of Ulster.
