Summary of Specifications:
The objective of this planning process is to achieve a consensus among a diverse group of stakeholders on the development of a Transportation Plan with a horizon date of 2035 for the Hamlet of Marlboro in the Town of Marlborough, Ulster County, New York. The Marlboro Hamlet Transportation Plan (Plan) will include a detailed intersection alternatives analysis for the intersection of US Route 9W (State Road) at Western Avenue (County Road 14) and King Street (local road) with level of service analysis and conceptual streetscape designs. The study also includes the development of a transportation system improvement plan to address bicycle, pedestrian, landscaping and public transit needs. Additionally, a parking study is required to address existing and future parking capacity needs.
The study will lead to the development of a transportation plan that minimizes the impacts to traffic operations, reduces local and regional congestion, enhances regional and local mobility options, addresses quality of life issues, promotes economic vitality, and preserves the historic character of the community. The Plan will be developed with the help of a study team comprised of elected officials, Ulster County staff, NYSDOT staff, and Citizens. The Consultant will help implement and facilitate a proactive public participation and consensus building process. Recommendations with costs will be developed to address the following transportation and related elements: highway, parking, transit, bicycle, pedestrian and enhancements. Recommendations will incorporate best practices in transportation demand management, access management, operational efficiency, safety, preservation of system capacity, and incorporate quality communities and context sensitive design principles.
A study team has been assembled to guide the planning process and work with the Consultant. The study team has identified the following goals for the study:
• Reduce vehicle delays and improve safety at the intersection of US Route 9W at Western Avenue (County Road 14) and King Street; • Improve pedestrian and bicycle safety; • Increase parking capacity; • Enhance economic vitality; • Protect and enhance the historical character of the Marlboro Hamlet area.
