Summary of Specifications:
EXECUTIVE SUMMARY Ulster County is issuing a Request for Proposal to purchase and implement an integrated Financial Management system that covers a broad range of application areas. Submissions will only be accepted for Financial Management systems that primarily focus on Government entities. The proposed software must be currently available and in use. Our goal is to have software that has been developed by the same firm, with the possible exception of a few modules identified in the General RFP Requirements. Below is a list of project components outlining the application areas covered in this RFP. • Auditing and Accounting Functions • Budget and Position Management • Capital Projects • Grant / Project Management • Financial (General Ledger, A/P, A/R, C/R etc.) • Fixed Assets / Inventory Management • Purchase Orders • Contract Management • Expendables Requisition / Inventory • Records Management The new computer applications will replace existing systems that Ulster County Information Services (UCIS) has developed and enhanced. The current systems reside on the County’s I series Computer and is a vendor product called H.T. E. Our goal is to replace the existing applications with new systems in a more “open” environment including relational databases, Browser-based, Windows-based client interfaces, or applications that are fully compatible with Citrix Presentation Server and Citrix Web-based clients that will run on the County’s secure WAN. The applications must allow for the easy integration with Microsoft Word, Excel, and digital imaging. It is important that the computer applications utilize state of the art technologies and continue to advance as new technologies emerge.
