Summary of Specifications:
The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the provision of electronic monitoring tools that will give COUNTY the capability to monitor and operate a successful electronic monitoring program. The technology and services proposed shall include: traditional radio frequency field monitoring equipment (landline and cellular) software, technical support, maintenance and service. This service will allow COUNTY the ability to enhance its comprehensive electronic supervision of participants. Each proposal shall stipulate that it is predicated upon the requirements, terms and conditions of this RFP and any supplements or revisions thereof. The contract shall be for 36 months and be effective on the date indicated on the purchase order or the contract execution date, with an option by mutual agreement of the County and contractor, to renew for three (3) additional one (1) year periods. The minimum requirements are to provide a continuous signaling radio frequency electronic monitoring system and monitoring services for use in the electronic monitoring program. All items not satisfactorily explained in the vendor’s response may be considered non-compliant and may be evaluated as exceptions. Performance categories to be rated will include experience/references, technical response, quality of response, corporate stability and cost.
