The Ulster County Planning Department as host Agency for the Ulster County Transportation Council (UCTC) is issuing this Request for Proposal (RFP) to solicit responses from qualified consulting firms to complete a Corridor Management Plan (CMP) for a segment of the Urban Principal Arterial Albany and Ulster Avenues from the roundabout in the City of Kingston to Route 9W in the Town of Ulster.
The Albany and Ulster Avenue CMP will conduct a holistic assessment of the existing conditions and safety of the corridor for all users. The CMP should include an assessment of motor vehicles speeds, opportunities for effective traffic calming, the potential for active transportation facilities, such as sidewalks and bikeways, methods to increase public transportation access, and opportunities for land use and access management. A key outcome will be to provide a broad, ranked list of short-, mid-, and long-term improvement areas, the deficiencies they address, and implementation strategies. These will serve as the basis for future design work, which could lead to construction of improvements resulting in a safer and more efficient corridor that better meets the needs of all users. The CMP should include robust public involvement in shaping the vision for the corridor’s future and areas of improvement.
