SSN-rc-2016-017 - Sole Source for Hosting of Proprietary BCG DisasterLan Hosted Soft

Summary of Specifications:
The County of Rockland intends to purchase the annual software licensing, maintenance and support for Buffalo Computer Graphics (BCG) DisasterLan Local Responder Hosted Incident Management software direct from BCG under their NYS OGS Hire contract PC66789. The hosting of this DisasterLan Local Responder Incident Management Software and modules along with the County of Rockland data contained in this system is not included as part of the NYS OGS Hire Contract PC66789. The County of Rockland intends to issue a Sole Source award to Buffalo Computer Graphics (BCG) for the annual cost of hosting this system ($14,400.00). BCG is the sole provider of their software licenses, maintenance and support for this custom-designed industry-specific crisis management solution which includes all upgrades, patches/bugs and fixes and necessary on-going technical support. This purchase will be made on a sole source basis in accordance with the Rockland County Procurement Policy. This notice is issued for informational purposes only and is NOT a request for competitive quotes. Any interested party that believes they can provide the hosting on the above modules and data noted above, as developed by Buffalo Computer Graphics shall submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met; no later than March 31, 2016. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive solicitation.
