The County of Rockland, as part of the Shared Services Initiative mandated by the State of New York, is seeking an experienced consultant for the finalization of a Shared Services Plan, as required by New York State. The County has previously contracted with Hudson Valley Pattern for Progress regarding the Shared Services Initiative which resulted in a report issued in 2017. A copy of that report is included as an attachment to this RFP. Hudson Valley Pattern for Progress continued its work on the Shared Services Initiative through the early part of 2018, serving as a facilitator for the County, collecting data from local municipalities, and researching other shared service initiatives throughout New York State.
At this time, due to contracting thresholds set in the Rockland County Procurement Policy, a Request for Proposal is required for the consulting services required to finalize the Shared Services Plan, mandated by the State of New York and identified in this Request for Proposal.
The County is seeking a comprehensive Shared Services Plan that identifies opportunities to achieve administrative and/or functional efficiencies including aspects of consolidation, as well as regional approaches to the provision of local government services. The purpose of the Shared Services Plan is to identify specific opportunities for financially and intrinsically beneficial long-term local government and regional partnerships as well as potential consolidations among government entities currently engaged in the provision of local government services in Rockland County.
