Summary of Specifications:
The County of Rockland is considering the issuance of a Sole Source award to WestCOP – Rockland Community Action Partnership for the provision of Multi-Service HUB Services to residents of Rockland County. This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy. The contract fills a need for: •Information and Referral •Crisis Intervention Services •Assessment and Case Management; Counseling Services •Family Support/Empowerment Program •Multi-lingual (English, Spanish, French-Creole, Quechua) Services Primarily in the Areas of Haverstraw and Spring Valley •Assistance with Application/Recertification Process for Eligibility Programs •Emergency Assistance Not Available Through Government Programs •Financial Literacy Services Including Budgeting, Income Management, Credit Repair Financial literacy program in collaboration with Rockland Housing Action Coalition, Inc. for adults and for teens •Job Preparedness Training, Job Readiness Workshops, Job Search •Job Training for: Security Guard and Barber •Eviction Prevention; Housing Referrals •Senior Citizens Services •Veterans Services Including Rental Assistance •Immigration Services •ESL/EOSL Classes •Translation Services •Demonstrated Successful Experience Providing the Above Services to Eligible Individuals and Families Program Goals and Services include, but are not limited to: •Services provided to 6,000* unduplicated Rockland County clients •Services provided to 4,500* duplicated Rockland County clients •Services available in both Haverstraw and Spring Valley offices 8 hours per day, Monday – Friday •85%* of clients enrolled in the Job Preparedness Program will complete a resume, cover letter and mock interview •70%* of clients enrolled in the Job Preparedness Program will obtain employment within 6 months of program completion •70% of clients employed will maintain employment for at least 1 year •Job Training for: Security Guard and Barber •Multi-lingual (English, Spanish, French-Creole, Quechua) Case Management Services primarily in the areas of Haverstraw and Spring Valley •Assessment and referrals •Homelessness and Eviction Prevention •Financial literacy program in collaboration with Rockland Housing Action Coalition, Inc. for adults and for teens • Information and referral • Senior Citizens Services • Veterans services including rental assistance • Immigration Services • ESL/EOSL Classes •Translation services •Emergency Assistance not available through government programs •Outreach through website, printed materials, presentations to faith-based and other community groups, public announcements, paid advertising, meetings with constituents, community mapping, needs assessment surveys •Demonstrated Successful Experience providing the above services to eligible individuals and families
