The purpose of this request for proposal is to receive proposals from firms for the redevelopment of real property known as the Sain Building site (“Sain site”), located at 18 New Hempstead Road, New City, NY in the Town of Clarkstown. The County is seeking proposals to redevelop the site for mixed-use and mixed-income housing, with an emphasis on workforce and affordable dwelling units. Proposals should strategically incorporate housing affordability with viable commercial endeavors.
The County of Rockland passed Legislative Resolution 592 of 2024 to declare the Sain site as surplus. It is anticipated that this RFP may result in either a contract award for the purchase of the site or a long-term ground lease, as financing/underwriting and other considerations may favor either outright purchase or lease.
This RFP is designed to provide interested offerors with sufficient basic information to submit proposals meeting minimum requirements but is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement.
