Summary of Specifications:
PURPOSE The Rockland County Department of Social Services (“DSS”) is requesting proposals from qualified organizations to provide voice recognition or similar technology to be used for tracking providers of home-based services through the Consumer Directed Personal Assistance Program (CDPAP). The Department is interested in receiving proposals for a system that will allow it to biometrically verify the identity of the home health care provider, the actual presence of the provider in the Medicaid consumer’s home, and the number of hours the provider spent in the consumer’s home. The purpose of this tracking is to ensure that the provider has arrived at the home of the at-risk recipient and has delivered services for the time period being billed, and to identify and deter potential fraud.
