PROPOSED SOLE SOURCE AWARD TO VCS, INC.
FOR COUNSELING AND FAMILY SERVICES - $162,515
The County of Rockland is considering the issuance of a Sole Source award to Volunteer Counseling Services of Rockland (VCS, Inc.) for the provision of Counseling and Family Services. Funding amount is contingent on the adoption of the County of Rockland 2017 Annual Budget. As such, the final funding amount may differ from the estimated amount provided in this notice.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
The contract fills a need for accessible and affordable counseling, training, educational and advocacy services to all residents of Rockland County regardless of their ability to pay fees associated with any service. Clients are mainly without insurance or underinsured.
Clients range in age from toddlers through 80+ years. The agency must be able to serve clients in all five Rockland County Towns.
Program Goals and Services include, but are not limited to:
- Student Advocacy
- Counseling Services
- Parenting Groups
- Parenting Apart Classes
- Adolescent Support Services
- Outreach to Elders services
- Caregiver Support Group
- Volunteer Counseling Training
- Graduate Student Internships
- Information, referral and services to relatives and grandparents raising children.
The estimated unduplicated number of clients to be served in 2016 is 990 clients.
