SSN-RC-2018-007 - Proposed Sole Source Award to Nyack Center to Provide Youth and Family Services

The County of Rockland is considering the issuance of a Sole Source award to Nyack Center for the provision of Youth and Family Services to residents of Rockland County. Funding amount is contingent on the adoption of the County of Rockland 2018 Annual Budget. As such, final funding amount may differ from the estimated amount.
 
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
 
The provider shall perform the following Program/Services:
 

• Serve at least 150 new children and teens
• Operate a breakfast club- children will be able to start their school day with a healthy breakfast
• Advocate for people in need and develop responsive programming in the community
• Collect data through Breakfast Club Attendance Sheets
• 80% attendance rate outcome in the breakfast program
• Serve over 2000 duplicated children and teens throughout the year
• Services provided by French-Creole and Spanish speaking staff
• Provide services Monday – Friday, 7:00 a.m. – 8:30 p.m.
• Data will be collected through After School Program homework logs
• Track homework in after school program for a 75% completion rate
• Homework support for Rockland County youth in grades K – 8.
• Computer skills training for youth.
• Mentoring services for youth.
• Support services for low-income and underserved youth and their families including:
  • Education
  • Immigration
  • Translation
  • Civic engagement
• Provider will refer clients, as appropriate, to the New York State's MyBenefits website, to inform them about various assistance programs and supportive services 
• Site for workshops and trainings through the Nyack Public Schools.
• Provide services that assist low-income families to achieve self-sufficiency.

• Follow state regulations for licensed school-age-care
• Provide priority to low income families
• Verify low income by obtaining tax forms, paystubs and proof of address to register in the program
• Demonstrated successful experience providing the above services to eligible individuals and families

• At least 98% of families served must be at or below the Federal Income Guidelines for poverty.
• Divert 100* families from applying for or continuing to receive Department of Social Services Temporary Assistance benefits.
• Provide Information and Referral Services for 1,700* unduplicated families.
• Furnish daily homework assistance, computer access, mentoring, and literacy services to 150* youth.

• Provider must include a written attestation that it will be delivering one or more of the following services to all of its clients, as applicable, under the resulting contract:

• Child Preventive Services (referral, monitoring supportive and rehabilitative services provided to children under the age of 18 and their families to avert disruption of family unit)
• Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
• Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis)
• Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)
