Summary of Specifications:
The County of Rockland is considering the issuance of a Sole Source award to Rockland Community Development Center, Inc. (“the Agency”) for the provision of Information and Referral and Employment Services to residents of Rockland County. This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy. The contract fills a need for: Assist individuals and/or families applying for government eligibility programs. Assist individuals and/or families with navigating government healthcare programs. Provide information and answer questions regarding available resources for County, State and Federal programs and services. Make appropriate referrals and provide advocacy for clients who are unable to represent themselves at government or and/or other agencies Assist senior citizens to apply for government programs to enable them to reside in the least restrictive environment. Immigration assistance certified by United States Immigration and Naturalization Services. Provide multi-lingual services to individuals and families who represent the diversity of Rockland County. Program Goals and Services for above include, but are not limited to: A minimum of 1,500 individuals and/or families will receive Information and Referral services A minimum of 375 individuals will receive Immigration and/or Naturalization services In addition, the Agency will collaborate with the DSS Employment Unit (DSSEU) to assist clients to become employed and self-sufficient, thereby eliminating the need to remain on or apply for Public Assistance as follows: Best practices modalities will be used in delivering employment services, including: • Assessment of Skills vs. Available Positions • Employer Engagement • Tracking Outcomes • Assistance with Resume Writing • Help with Interviewing Skills DSSEU will screen clients for appropriateness to work with the Agency and refer them to the Agency office; client attendance at the Agency referral interview is mandated. The Agency staff will conduct an intake assessment and determine the best approach to assist the individual to gain employment, be placed in work experience/activity that may lead to employment, or attend a job skills or education training program. Support will be provided by the Agency to prepare clients for these options, including career counseling and/or training and/or retraining and/or evaluation of needs for other types of assistance.
