Summary of Specifications:
The County of Rockland is considering the issuance of a Sole Source award to West Street Child Care Learning Center, Inc. for the provision of an Early Child Care Education Program in the amount of $35,165. This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy. The contract fills a need for: • Providing an Early Childhood Education Program which meets accreditation standards for both Quality Stars NY Center-Based Program and National Association for the Education of Young Children (NAEYC) in the Villages of Spring Valley and Haverstraw. • Collaborate with Head Start, the East Ramapo and North Rockland School Districts to provide school readiness for children ages 18 months to 5 years. Children will be assessed using the Child Observation Charts (Individual CORs) 4 times year by trained staff. This data will be used to develop individual and group education plans for use by teachers and for discussion with parents. • Provide On-site Kindergarten Registration including translation services, transportation and assistance with all aspects of transition into elementary education. • Establish a Parent Policy Committee at each site consisting of parents of current program participants that review, revise and approve policies dealing with program operation. One member will serve as the liaison to the Board of Directors. • The Child Study Team meets with every child in the program to identify any special needs or need for referral to outside services and support. The Team consists of the Social Worker, Nurse and Education Coordinator. • The Early Childhood Education Program’s approach to working with families aligns with the Five Protective Factors: Parental Resilience, Social Connections, Concrete Support in Times of Need, Knowledge of Parenting and Child Development and Social and Emotional Competence of Children – factors that build family strengths and a family environment that promotes optimal child and youth environment. This has been identified by the Center for Study on Social Policy as the most effective approach for working with families. • Monthly parent meetings and workshops are held throughout the year. Topics are selected to be of interest to all parents. There are additional opportunities during the year for all parents to discuss their child’s growth and development with administrators and staff members. Newsletters are sent home with information about classroom activities and centers plans. • Providing an education curriculum for young children ages 18 months through 5 years of age • Promote developmentally age appropriate activities that enhance the cognitive social emotional, gross/fine motor skills in very young children. Required Qualifications: • Prior history and experience, or proven ability in providing educational curriculum for young children ages 18 months through 5 years. • Be a NYS Licensed Day Care Agency. • 100% of the teaching staff shall be NYS certified teachers. • Bilingual staff including full-time nurse, Social Worker, Certified Education Coordinator and family outreach workers. • All programs funded by the County of Rockland shall be open to all children 18 months to 5 years without bias with regard to ethnic, racial, cultural, educational or sexual differences.
