Summary of Specifications:
The County of Rockland is requesting proposals from all qualified vendors to install, operate, maintain, and service an Inmate Telephone System for the Rockland County Eugene J. Grogan Correctional Facility. This correctional facility average population is 250 inmates. The Rockland County Correctional Facility is located at 53 New Hempstead Road in New City, New York. The facility is under the direct supervision of Rockland County Sheriff. The contract resulting from this Request for Proposal (RFP) shall be for an initial period of three (3) years with an option to renew for two (2) additional periods of one (1) year each. The option to renew is the sole discretion of the County of Rockland Director of Purchasing.
The purpose of this RFP is to ensure a fully operational, secure and reliable inmate telephone system designed to improve the management and control of inmate telephone usage in the facility as per the Request for Proposal specifications. The inmate system which Rockland County is requesting is a non-coin, collect only inmate system. The objectives of the County of Rockland are to: ensure that inmate telephone usage is appropriately restricted and monitored, provided at reasonable costs, victims and witnesses are not harassed, staff time required to administer the system is kept to a minimum; information is maximized and commission revenue to the County of Rockland are increased.
