Summary of Specifications:
DRUG AND ALCOHOL TESTING SERVICES AS PER THE OMNIBUS TRANSPORTATION EMPLOYEE TESTING ACT OF 1991, 49 CFR PART 40 AND AS UPDATED AS ADMINISTERED UNDER THE AUTHORITY OF THE U.S. DEPARTMENT OF TRANSPORTATION (USDOT) BY THE FEDERAL TRANSIT ADMINISTRATION (FTA) UNDER 49 CFR PART 40 AND PART 655 AS AMENDED, ETC. PURPOSE 1. The County of Rockland has issued this Request for Proposal (RFP) seeking to award a contract to a responsive and responsible consultant to provide drug and alcohol testing services for an already established drug and alcohol testing program. 2. The County of Rockland has less than 300 employees who require drug and alcohol testing at this time. Sample collection will occur at either County of Rockland worksites or a designated collection site, within Rockland County for all types of required alcohol and drug tests (random, follow-up, pre-employment, reasonable suspicion/ cause and post-accident). Testing must be accomplished in full compliance with the provisions of the Omnibus Transportation Employee Testing Act of 1991 (OTETA), as administered under the authority of the U.S. Department of Transportation (USDOT) by the Federal Transit Administration (FTA) under 49 CFR Part 40 and Part 655 as amended; Federal Motor Carrier Safety Administration (FMCSA) and is incorporated herein (49 CFR Parts 382, et. al. - Controlled Substances and Alcohol Use and Testing; Rule and Proposed Rule and 49 CFR Part 40 - Procedures for Transportation Workplace Drug and Alcohol Testing Programs: (Final Rule)). ATTACHMENT 1 - Rockland County Department of Public Transportation Drug and Alcohol Policy and ATTACHMENT 2 - County of Rockland Drug Free Workplace Policy. 3. The County of Rockland anticipates making only one (l) award as a result of this solicitation. Contractor may sub-consult or form teaming arrangements in order to provide all necessary services and/or both types of testing services (worksite/designated collection site).
