RFP-RC-05-026 - Consultant to Evaluate RC DOH Tobacco Prevention Education Program

Summary of Specifications:
The purpose of this RFP is to inform the private sector of a potential business opportunity to conduct an independent evaluation of the Rockland County Department of Health Tobacco Prevention Education Program. The contract with the current vendor, Health Concepts, began in 2002 and expires on September 2005. All qualified contractors are encouraged to submit proposals for this new contract. The County of Rockland Tobacco program includes Reality Check Youth Empowerment program, Put I t Out Rockland, Smokefree Home and Car pledges, education and outreach to physicians promoting NYS Quitline, and Fax to Quite. The Put It Out Rockland (PIOR) has received a Model Practice Award from the National Association of County and City Health Officials and were recognized at the annual meeting in July 2004 in St. Paul, MN. The goal by 2010 of the Reality Check Program (www.rocklandreality check.com) is to prevent the initiation of tobacco use among youth resulting in a 20% reduction in smoking from current levels.
