Summary of Specifications:
PURPOSE The purpose of this RFP is to inform the private sector of a potential business opportunity to seek a qualified consulting firm with staffing that has a minimum Secret Level Department of Federal Homeland Security Clearance to develop emergency preparedness training exercises (Objective #1) and other homeland security consulting services (Objective #2) on an as needed basis. PROJECT BACKGROUND Rockland County is home to numerous sites containing critical infrastructure, including commercial rail, water and power plants, electric distribution facilities, as well as a multi-billion dollar bridge project. Additionally, numerous “Soft Targets” including large retail facilities, schools and colleges, religious communities and key commercial sites exist throughout the County. All of these present major challenges regarding emergency preparedness and Homeland Security initiatives.
