Summary of Specifications:
The objective of this RFP is to solicit proposals for an Energy Project to assist the County to become as energy efficient as possible through installation of energy conservation measures and implementation of optimal operation and maintenance procedures. The County wishes to implement the proposed comprehensive energy project on an energy performance Contract basis. (See State Energy Law, Article 9, attached as Appendix D). Under this solicitation, it is expected that only one Energy Performance Contractor will be selected to perform all of the work for the County. The County will consider Energy Performance Contract proposals based on a Guaranteed Savings Agreement. Section 9-103(2) of the Energy Law requires an executory clause under which payments are subject to annual appropriations. It is currently planned that the County will purchase, finance, and own any new equipment installed as a result of this project. Proposals are expected to include the proposer's services in connection with such arrangements. Proposers may wish to propose alternative arrangements (as long as they are permitted under Federal, State and Local, laws rules and regulations) for acquisition, financing, and ownership of such equipment. Proposals should include financing provided directly by the ESCO or through a third party. If financing is proposed through a third party, the proposal should clearly explain how it is connected to other elements of the energy performance Contract. All guarantees shall be First Party Guarantees with the ESCO as first party. Your proposal MUST demonstrate how your Project is going to guarantee Cost savings.
