The County of Orange ("County") is seeking legal counsel (“Consultant”) to serve at the pleasure of the Orange County Board of Ethics (“Board"), to provide services regarding the interpretation and enforcement of Local Law No. 9 of 2018 entitled “Orange County Ethics and Disclosure Law” and known as the “County Ethics Law”, as most recently amended by Local Law No. 1 of 2021, and as may be amended from time to time. This law establishes an independent Board of Ethics, sets standards of ethical conduct for officers, employees, and consultants of Orange County, and provides for disclosure requirements for specific County employees, officials, and Board members.
The successful Offeror awarded a contract under this RFP shall provide legal advice to Board members and staff; represent the Board in any legal or administrative proceedings; draft opinions, memorandums, and other legal documents; assist with investigations; and perform other duties as requested by the Board and further described in the Specifications section below.
