Scope: The County of Orange (“County”) is seeking proposals from qualified offerors for a collaborative emergency mapping solution designed to enhance emergency response coordination and collaboration between emergency communication dispatchers, incident command, and first responders for emergency preparedness purposes, and response and recovery during crisis events.
Article I, Background: The successful offeror (“Consultant”) awarded a contract under this RFP (“Contract”) will deliver ONE fully integrated, cloud-based collaborative emergency mapping solution designed to operate effectively in high-stress, time-sensitive situations, and that provides visualization maps enhancing emergency response, route planning, resource management, and coordination and collaboration between emergency communication dispatchers, incident command, and first responders. The solution must provide a comprehensive and interactive set of visual communication and collaboration tools that strengthen emergency preparedness and, in the event of a critical incident, optimizes incident command and control, improves response time, and fosters collaboration between command and first responders at the scene. The solution sought will be utilized for emergency preparedness purposes, and response and recovery during crisis events. The solution must be compatible, and integrate with the County’s computer aided dispatch software, the County’s messaging alert software, and a variety of devices and operating systems commonly used by first responders including smartphones and tablets.
